Politecnico di Milano has the Home-Work/University Commute Plan (HWCP), a document that represents the response to a regulatory requirement, introduced in Italy by the Decree of the Ministry of the Environment of 03/27/1998.
D.L. n.34 del 19 maggio 2020 converted by Legge n.77 del 17 luglio 2020, and Decreto attuativo 12 maggio 2021 have broadened the range of companies and public administrations involved in the implementation of mobility management activities and modified the contents envisaged for the HWCPs.
2025 edition of HWCP of Politecnico di Milano
The current PSCU – Home-University Travel Plan (2025 edition), approved by the Academic Senate on 15 December 2025 and by the Board of Directors on 22 December 2025, is an update of the previous PSCU 2024 and is the result of a participatory process involving over 70 colleagues with various interests, as well as a comparison of the various actions contained therein with the 'mobility project'.
The PSCU 2025, in particular, i) illustrates the progress of the actions envisaged in the 2024 Plan (to which reference should be made), with a review of these actions in line with developments in the context and projects, and ii) outlines possible future actions, which will be explored in more detail in the next edition of the document (PSCU 2026) on the basis of feasibility and consistency with the next PS 2026-2028 (for this reason, this plan is transitional in nature and acts as a 'bridge' to the PSCU 2026) .
It should also be noted that the Plan was drawn up taking into account the results of the survey on mobility habits and propensity to change conducted in 2024 and a targeted survey on public transport conducted in 2025.
With regard to the structure of the document, after a preface and a brief introduction, the PSCU 2025 is divided into several sections: analysis of the regulatory, territorial and infrastructural context (both inside and outside the campuses) and of the mobility offer; analysis of mobility demand and willingness to change (see Figure 1: modal share obtained from the 2024 survey of the entire University population), with a focus on public transport (2025 survey); current and future projects affecting the university campuses that are likely to influence the mobility demands of the polytechnic population; identification of strategic actions to encourage sustainable mobility and estimation of their related impacts; conclusions.
Guidelines
In particular, the internal actions proposed by the PSCU 2025 are divided into four main areas:
- enhancing incentives for the use of public transport: in addition to consolidating existing agreements for the purchase of discounted season tickets, there are plans to extend the range of beneficiaries and increase the level of subsidies (to be assessed, including through targeted trials within specific research projects); at the same time, it is planned to continue the dialogue with all relevant external stakeholders to improve the range of services on offer;
- Improvement of conditions for cycling: actions mainly concern the continuation of measures to upgrade and expand the provision of secure parking on campuses, the installation of bicycle stations and support for the purchase of bicycles and scooters (measures already funded). in addition to these, requests will be made to local authorities to improve cycle routes providing access to campuses, to be pursued also through collaboration agreements for jointly planned measures;
- management of parking demand: redevelopment and pedestrianisation of spaces within campuses (total or partial depending on the surrounding conditions) is expected to continue, as well as stricter enforcement of new rules for vehicle access;
- enhancement of activities related to the organisation of initiatives aimed at promoting behavioural change: these are expected to range from nudging to the organisation of information campaigns targeted at specific types of road users, as well as direct and incentivised engagement activities (e.g. Bike To Uni) and the enhancement of training activities (with increasing emphasis on road safety).
Finally, as in the previous edition, the analyses carried out on the 2024 mobility questionnaire also provided useful information for the drafting of other strategic documents for the University: the University's 2023/2025 Strategic Sustainability Plan - 2025 Update, the 2024 Sustainability Report, the 2025 CO2 Emissions Mitigation Plan (Light Version) and, to a lesser extent, the Climate Change Adaptation Plan (recently completed and to be formalised in the first quarter of 2026).
